First of all, don't buy 2 separate sticks of ram. You don't know if they are compatible working together in dual channel. Get 2x8 pack it will be cheaper. Spend a little more money for faster nvme storage and don't buy Windows 10. It could be found for like 5$ for 1 key so... Go with this:

I don't know much about psu, why is not good? Is bad or just there are better options?

the VS is the lowest quality, cheapest made unit corsair sells. based on an old platform and has a reputation.
the CX was recently redesigned (grey and black labeled unit) and are much batter then the old units and way better than the VS.
every brand has some stinkers this is corsairs, for seasonic its the S21III, evga has the 500W.
the s12II (not the three) is a good unit
the gray CX's are good units.
