will it bottleneck, i5 4690 with two 960's

So the question is, will an Intel i5 4690 3.5gz bottleneck two GTX 960?
And is there an accurate chart of cards from the best to the others?

Yes the 280X is a better card performance wise.
The problem with SLI 960's is you limite yourself to just 2gb of Vram.

i will be using only one or two screens so it wont make the difference
a chart or a list will be more useful though
and should i keep the overclocking option open?

and with 2 280x's I will probably need more then 700w

2 960s cost about 400$ In that same price, you could pick up a 970, or 290.

Thats a better option than getting 2 960s

I recommend atleast a 650 watt PSU if you go for the 290. If you go for the 970, the 550 watt psu is okay

and will an r9 290 burn in hot climates, like if indoors its 40 degrees ?

Not necessarily. IF you get the right model and right cooler, you wont have issues.

Gigabyte 3x Windforce 280/290 and Sapphires Tri-X cooler will keep your gpu very cool
