Will it bottleneck?

Hello I got 1 question for you! will a gtx 1070 bottleneck with an i5 4460? if yes will a gtx 1060 improve my fps with like 30 or 40 on games like the witcher 3? I have a gtx 960 4gb rn. By the way do i need to reinstall windows if i fet 8 extra memory rams?

GTX 1070 will mostly be fine depending on the CPU intensity of the game, but overall It's good enough with an i5-4460. No you don't need to reinstall Windows when you install extra RAM. However you have to make sure that your RAM specs/timings are the same as your current RAM stick(s), otherwise it could fail to work.
