guys a have a question , will my a10-7860k bottlenecks the rx480 or GTX 1060?

whats the best choice 1060 ir rx480?

Hard choice there. 480 is generally better in DX12 titles and gives better bang for the buck, but 1060 is faster in most currect DX11 titles. Personal preference, but you cannot go wrong here, both are fine cards.

As for bottlenecking, this CPU will be fine for games that rely on GPU mostly, but for CPU-hungry ones it would be a bottleneck for sure in certain cases, although not horribly. Depends mostly on games you wish to play. Ones that like fast cores will run better on Intel.
