Will an i3 4160 bottleneck a GTX 1650 or 1650 super??
If yes, what's a good 4th gen intel processor to pair with the above given gpus

i5-4690 with gtx 1650 and 12-16 gb ram can run literally any non-VR game with 40+ fps (1080p low-medium, even higher in 1080p)
Anything above i5-4690 may destroy easily your pocket, 12-16 gb ram is cheap...
1650 super is fast, but not for this PSU at all, and there bottlenecks are more likely, up to literally doing the same way as an usual 1650 in ur system.
A cheap PSU can do the job for 1650-this good GPU doesn't even need cables in its usual forms.
Even your current PSU maaybe will do the job. I remember once a guy with a very-high quality PSU with 265 W, that was running his 750 Ti, no problemo. 1650 is just 15 Watts above.
Also, if u go this way, u may need a bios update.
What parts do you have already? Full pc spec please. Any i3 or i5 from 4th generation is going to struggle in modern cpu heavy games regardless of gpu choice. A 4th generation i7 can do an ok job but are usually very overpriced for their level of performance, you could be better off with a new cpu/motherboard/RAM combination than investing in an obsolete platform.

If this is your use case, an older system in need of a top up, without a good psu, without the appropriate connector for powering a gpu, the you might have the right idea there but my 4 core 4 thread amd 4170, 4.2 ghz could not run a rx 570 4gb to more than 60% utilisation and if you upgrade your cpu you will want a much better gpu than that

anything 4th gen intel is going to be outdated now, so have a look through ebay and see what you can get 2nd hand, something 6 core preferably if you can but honestly it's time for a new machine, upgrading something that old is going to be a bad deal, you will spend more than you need to and upgrade sooner, something from the AM4 platform is what i would recommend, or maybe the latest generation of intel cpu's depending on your budget for an upgrade ofcourse

Based on your specs and PSU it sounds like you have a pre-built, Dell or HP or Lenovo, computer. It is always hard to try and do any upgrades with those as the components they choose are typically the cheapest they can get to maximize profit. A 2c/4t i3 will struggle with modern AAA titles. Those titles aren't very CPU limited so they you might be OK on the CPU. However, if you decide to try newer games, like Battlefield V, you will struggle with that CPU. In the long run a full upgrade will be better than just replacing the CPU with a faster 4th Gen.

Yeah it would be a bottleneck, that cpu is not a suitable choice for these gpus , if i were in your shoes i would use i5 9400 f but as a 4th gen i suggest i7 4790k
