Will it delete or uininstall ?

If you format D: and my windows is in C:, the format will uninstall the apps from D: or just delete them?

D: will be completely wiped, nothing will remain.

both?.... some programs will still register itself as installed until you press uninstall and poof its gone since theres no existing files

It will delete all data on d:. You will have to reinstall all apps which were on d: after formatting d:
Windows doesn't know that and will give you errors if you try to run those apps from the menu or desktop links

. uninstalling means you are removing a certain program from your operating system. if you do not uninstall an app correctly like just going into the program or app folder and deleting an app it may cause issues.

formatting a drive means it will delete everything so it might still leave traces of the apps in question on your c drive like still being listed under "programs and features" or whatever section of your OS shows what software is installed on your computer
