well it's a mini tower case and i think gigabyte's gtx760 is a long card. It would fit but be a little aware.

Im not sure if the dimensions are inside the case or outside. Does anyone know?

The dimensions are for outside of the case, so it will be shorter in inside. And don't go with that case, no way it can fit the card.

Look for a standard ATX mid tower case, atleast 19/20" in length.

If i get a different case won't i have to change the motherboard also? What motherboard/case would you recommend? Im looking for the cheapest build possible so anything would be appreciated

No, you won't have to change the MB. The MB will fit fine in the case, and the GPU as well.
