In a month, I will buy a R7 2700x.
But for now, I have an i3-4170 with a gtx 1060.
Do you think that it will make a diffeeence if I upgrade my 1060 to a 1660 ti, or the bottlenecking is too much so I don't see a difference?

anyways we got out of point, (thanks also, im gonna buy 3600) so since i have an i3 4170 which bottlenecks my 1060-6gb, will upgrading it to a 1660 ti make a difference?
The upgrade will stabilise FPS in areas of games which are particularly graphics intensive. It will also help in games that are GPU unoptimised. However, if the 1060 is being bottlenecked, the difference won't be amazing. Once you get the 3600, the 1660 Ti will be much more noticeable.

Are you going to replace your motherboard too? Because R7 2700x needs AM4 socket. And bottleneck highly depends on your resolution, is it standard 1080p @ 60 Hz?

until i switch to r7 2700x, (yes i will change my mobo too), will a change from 1060 to 1660 ti make a difference? because im using i3 and 1660 ti is a really powerful gpu for an i3. so will it make a difference? and yes its 1080p 60Hz

Is it the 3GB 1060, or 6GB? If it is the 3GB, then yes the 1660 Ti will certainly make a difference. If it's the 6GB then the graphics card upgrade will not make as big of a difference, but depending on the game it will be more noticeable.
Also, if your main usage is gaming, choosing a Ryzen 5 3600 will perform better than the Ryzen 7 2700x.

it is a 1060 6gb but r5 3600 has only 6 cores while 2700x has 8

It depends on what you are doing. For example, video editing will use cores more, making the 2700x a better choice, but as I said before, with gaming the 3600 wins.

Much depends on the types of games you play.
If you play multiplayer games with many participants, the extra threads of the 2700X will be a big benefit
OTOH, if you play single threaded games like sims, mmo or strategy games, then the 2700X may not be as big a boost to performance as you think.

If you mostly play fast action games, then a graphics upgrade will be in order.
Here is a test:

Run YOUR games, but lower your resolution and eye candy.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.
