Question Will it run Rust?

I'm going to upgrade my specs and after i upgrade it all I will have :
GPU ~ RTX 2070 XC Ultra
CPU ~ Ryzen 7 2700X
RAM ~ 16 GB of Anarchy X DDR4
SSD ~ SAMSUNG 860 EVO 1 TB
MOTHERBOARD ~ Gigabye Technology AX370-Gaming K5-CF
PSU ~ EVGA 550W ATX PSU

Currently I have :
GPU ~ GTX 1060 6GB
CPU ~ Ryzen 5 1600
RAM ~ 16 GB of Anarchy X DDR4
SSD ~ SAMSUNG 860 EVO 1 TB
MOTHERBOARD ~ Gigabye Technology AX370-Gaming K5-CF
PSU ~ EBGA 5551 ATX PSU

and this runs around 40 fps at all times even though it used to run 70fps

I would suggest checking background tasks/apps, perhaps working one of the "optimize Windows 10" videos to turn some things off. Dependent on the titles and quality settings, your system 'should' be capable of 1080/60 on medium settings with pretty much anything.

If it used to run it at 70, either the game has had some pretty hefty updates, or you have filled your PC up with background tasks and malware. Before you spend anything, I'd suggest running a virus scan with Malwarebytes, as well as opening your task manager (ctrl+alt+del, then task manager) going to startup tab, and right-click then disabling anything you don't need. I'd definitely recommend upgrading the PSU to the EVGA one regardless anyway.
