Will be? So you don't have it yet? If this is the case, do not get it, it's a pretty bad quality PSU and it's not even powerful enough for that GPU. If you already have it, you'll need a new power supply. What is your budget for the new PSU and what country do you live in?

It can output more power, but it's still poor quality.

what will be your choice? my CPU is 55W i have 1HDD and 1dwd-RW i thing i do not need more then 600watt the sapphire r9 280 need min 500wat it use 200w

Any 550W+ PSU from XFX, Seasonic, or Corsair (AX, TX, and HX series only) should do, as long as it has the required PCI-E power connectors.
