Will it work?

I just bought a graphics card on Ebay, and I did not check it well. This was my first time using ebay so I really thought I got a (Unbelievably) good deal.Tuns out the fan does not work and it was not tested to see if it worked at all. The problem is not the graphics card, but I was going to buy a psu for it. I can loose the money I spent on the Gpu, but I would hate to have bought a new psu, only to find out that the gpu does not work. So is it likely to work, with just a fan problem, or is it likely to be nonoperational.

Solution
It depends upon if they were allowing it to overheat often....you can buy 3rd party fans from NewEgg and replace the fans on the card - or even order them from the manufacturer.

I am thankful for your really fast reply. Is there a chance that the gpu itself is the cause?

It is very common for the fans to go out on GPUs (actually - fans of any type) as dust kills them quickly. Most manufacturers use plastic ball bearings in the fans and dust breaks down the bearings, causing the fan to either be very noisy (this happens for a while) and eventually stop spinning.
