So as in to where you can have an all-new Vista, the updates work, the features work, all of the new-gen architecture is compatible?

If you think about it people upgrading from XP had some crappy computers and it was a bust for Vista because there were a lot of complaints like "Vista is a resource hog".

No. Why would they? Mainstream support for this OS ended in 2012. There's zero value to Microsoft to do this and next to no value for consumers. Windows Vista is deader than disco; you'll have just as much luck waiting for the big Windows 3.1 update or checking out the new Tandys for 2020.
