Ok so the build is ment to run games like EUIV, Hearts of Iron IV when it comes out, Heroes and Generals, Men of War AS 2. and other games that are not AAA.
My budget is 499.99 Max That is the base cost do not factor in mail in rebates. as in PC partpicker the Base total cant go above 499.99
And to answer a few questions. I have a 1080p Acer monitor 59 hertz. I plan on overclocking the G3258 to 4-4.2. And i plan on upgrading to a i5 when i have more money down the road which is why i went for a overkill PSU for my needs,

Much better GPU.
650w psu will be an overkill, even with i5. 550w will be more than enough.
EVGA GS is also better quality and cheaper. Tier 1 unit.

If you look into system requirments for those games you will see that your build can run it without problem even with g3258

Yea ivan i know but id like to expand later what games i can play i also want to do streaming for some games so eventually a CPU and GPU upgrade will be needed and i beleve it will be better having the psu needed allready installed.
Also i know EU4 and hearts of iron are easy to run its just id like to run them fast as in if you play them less then 10 seconds to a month for EU4 and reasonably speed for hearts of iron

1. Well, 950 won't be any better than r9 280. r9 280 ~= gtx 960.
2. If you insist on 650w (even though this build won't get any higher than 300w in most stressful situation), at least get better quality and cheaper unit - http://pcpartpicker.com/part/evga-power-supply-220gs0650v1 .

Take a look : http://www.guru3d.com/articles-pages/his-radeon-r9-280-iceq-x2-review,7.html

Well, i guess you just don't need help, if you stick to your *low budget* read bad build.

EVGA NEXG 650w - tier 3 psu - $64.99.
EVGA SuperNOVA GS 650W - tier 1 psu. - $59.99.

Good luck.
