Will my computer run "Star Citizen"

Hey! I'm really thinking about getting "Star Citizen", but need to upgrade my pc in order to play it. I'm wondering if anyone knows how good my potential setup will run the game:

Sapphire RX470 4GB 1216MHz Reference version
Intel i5-3470 CPU 3.2GHz
16GB DDR3 1600MHz RAM
SSD 500MB/s reading 350MB/s writing

I'd also really appreciate some tips if what i've planned isn't good enough, though i'm trying to keep a low budget :)

Star Citizen is poorly optimized at the moment. The game has great potential. I like walking around in the star ports.
Once you get flying you sorta forget that it runs like crap because it's so cool.
I never play it, because Optimization is their last priority.

I complained to tech support and they admit it is hard to run.
I have an i5-4690K @ 4.5GHz + 16GB RAM + GTX 1070 w/ 8GB Ram = 20-30 FPS.
The game is limited by the interface between CPU and RAM.
Even big fans of the game with i7's and 1080Ti's are having a hard time.

edit: I just Updated to version 3.1.1 = 22 FPS.
But the FPS varies wildly from 10 FPS up to 30 max. It gets pretty irregular and jerky.

According to the minimum requirements for that game, you should be able to run it just fine. The minimum is an I5 1700 quad core 8gb's of RAM and a DX11 GPU with 4gb's of VRam, your card is fast enough with enough VRam, your CPU is much better than the minimum and you have double the needed Ram. It should be just fine.

I'll admit though while it doesn't run perfectly it has some of the best graphics I've seen in a game, if they worked on optimization and stopped adding in more ships or pointless voice acting they'd have a decent game. Even without a story mode it is fun to carry out the basic missions and landings are really interesting.

If your looking to upgrade, then I would recommend getting a Core I7 that is supported by your motherboard and upgrading the GPU to something like an RX 570 or 580, GTX 1060 and up or 970 and newer. What motherboard do you have and what is your budget for a new CPU and GPU?

Hey umm, the i5 1700 does not actually exist and I think they meant a i5 7100 instead. Just wanted to help.
