Firstly the i5-7200U is a laptop CPU.... secondly 2x GTX 1070 is a very poor choice when you could probably get a GTX 1080 Ti instead and avoid hassles with SLI and higher power usage/temps with running multiple cards as opposed to one more powerful. I suggest you please elaborate a bit more on your question.

Also what fps are you aiming for? 60fps at 4k Id expect any bottleneck to be small but >100 fps at 1080p or 1440p I would expect a far more significant bottleneck.
