will my cpu bottle neck my graphics card?

i have a amd phenom II 955 3.2gig

the card i have is the twin frozer gtx 560 ti

Most games no. There are a few that won't like it at stock speeds (OC it.) and some that don't like AMDs arch. (like WoW:Cata.) Most of the time you should be fine.

To get everything out of that card you'll have to overclock your chip a little. I had a q6600@3.2 that was bottlenecking my 5870 slightly, the 560ti is a little more powerful than that, so I vote yes.

My GTX 480 had a hard time with a 955 at 4.0ghz in a few games.

what resolution are you playing at? That will happens when you overkill with your gpu playing it below a resolution it can handle perfectly.

You will get higher frames by OC'ing the CPU (as noted) and bumping the IMC/NB up to 24-2500MHz.

Maybe its just the card itself not liking the game. Remember the 295 with GTAIv? Or did you play it unpatched.
