Hi my system is:

Intel quad q9300 lga775 socket

6gb ddr2 ram

Windows 7 64..

I want to buy a gtx 660 OC but will my cpu bottleneck? I can OC my cpu

Solution
Yes, it will bottleneck. LGA775 is quite old now, so depending on what you use your pc for, if you are getting a GTX 660 it might be a better idea to build a new system. If you are using your PC for gaming, minimum I would recommend is a socket 1155 Intel Core i5 processor, and 4gb of ddr3 memory.

You'll see a definite FPS drop in open areas and with lots of people around but should be OK for enclosed spaces. I'd get a cheaper GPU like a 7770 and then save for a new motherboard and either an i3, i5 or an FX 6300.
