There is no one-size-fits-all answer. Whether CPU X will bottleneck GPU Y (or vice-vesa) varies on a game-by-game and even scene-by-scene basis. One practically always bottlenecks the other unless you enable vsync and the combination is able to sustain frame rates beyond that, in which case vsync is the bottleneck.

The real question is whether the combination will meet your performance expectations in the games and detail levels you want to play at, which varies on a game-by-game and person-by-person basis. If the bottleneck happens beyond that, then it doesn't matter much.
