Will my CPU bottleneck GTX 1060?

if it will bottleneck the GPU i was thinking of getting this.

Yes, it will probably bottleneck your GTX 1060, especially with CPU-instensive games. The Intel i5-4460 will definitely help a lot and reduce the framedrops. You can also buy the Intel i5-6500: it's a very nice Skylake CPU, but you will have to upgrade your motherboard to a LGA 1151 with other chipset, but if you have the money, it's worth it. The i5-4460 will be enough though for your GTX 1060 and won't cause a bottleneck.

He will keep RAM w/ the i5-4460 though.

Anyway this would be a good price/performance upgrade: Skylake but OP keeps old RAM sticks.

Why not try it and see how you do?
Then you can decide if you need a cpu upgrade and if you need faster cores or more of them.

If you want to do a bit of testing now:

To help clarify your CPU/GPU options, run these two tests:

a) Run YOUR games, but lower your resolution and eye candy.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

b) Limit your cpu, either by reducing the OC, or, in windows power management, limit the maximum cpu% to something like 70%.
Go to control panel/power options/change plan settings/change advanced power settings/processor power management/maximum processor state/
This will simulate what a lack of cpu power will do.
Conversely what a 30% improvement in core speed might do.

You should also experiment with removing one core. You can do this in the windows msconfig boot advanced options option.
You will need to reboot for the change to take effect. Set the number of processors to less than you have.
This will tell you how sensitive your games are to the benefits of many cores.

If your FPS drops significantly, it is an indicator that your cpu is the limiting factor, and a cpu upgrade is in order.

It is possible that both tests are positive, indicating that you have a well balanced system,
and both cpu and gpu need to be upgraded to get better gaming FPS.

If you need faster cores, the $125 I3-6100 is a great cpu.

If you need more, I would not bother with lesser $200 I5 options, the i5-6600K with an overclock is not much more and represents the best gaming cpu you can buy today.

Yes definitely. But if you're looking for a graphics card in the price range, there isnt a better alternative. It will definitely give you a boost in performance. If you are playing in higher resolutions, however, it might not be as bad as a bottleneck. Since the gpu will have to work harder the cpu wont have to push as hard.
