will my cpu bottleneck my video card? or is it the other way around?

CPU:AMD Athlon II 3.0ghz propus quad core

Video Card: EVGA GeForce 650GTX 1GB 128 bit GDDR5 PCI express 3.0x16 HDCP Ready video card

Depends what are you going to do with it. If is it supposed to be a gaming machine, I would recommend getting some CPU in which every core can prowide a "real" power from itself, not a "weak" quadcore (if it is intended for gaming, you won't use 4 cores most of the time anyway).
Of course that probably means a new motherboard (even if you would want AMD Phenom or something like that, I guess you'll need a new one).
You would be then limited by your graphics card (in case of buying a good PhenomX4 or i5).
Have you tested your system on some games?? Throw in some results.

Yes- I have a althon 64 x2 3.2 6400 black edition in a emergency back up computer. I also have a gtx 580 in the same system and in games that are new i am geting about 4/5 fps cpu usage at 100% gpu usage at 10%

the gtx 650 is lower but newer gen so you will get higher usage out of it by default it will no work at 100% with out at least quad core generation system or newer 2core cpu like the newer i3's.

Yes/no Depending on the games, My system before was a Athlon II X4 640 + 5770. Upgraded to a 7850 and was slightly disappointed in the overall upgrade(mainly BF3). so went abit further and bought a cheap Phenom II x4 965 BE Overclocked it to 3.8ghz and noticed massive fps gains.

post your motherboard, You may be able to get a Phenom II x4 955/965 if you want to get the most out of games. without rebuilding.

best thing to do though for now is just see how you get on.

depending on what games you play you may be fine.
