Will my cpu temps be safe with this build

You're right to be. The 7700K is notorious for outputting some high temps, especially with overclocks. A Ccryorig H7 is, however, a very good budget/mid-range cooling, and will cool the 7700K just fine. If you have money to spare, I would recommend a bigger air cooler like a Cryorig R1 universal, or a 240mm (or higher) AIO cooler like a Corsair H100i V2 or an NZXT Kraken X52 or X62 (which has very sexy RGB on the CPU block).

The H7 will do fine. Im running a 7700k 4.6ghz 1.2v with a slightly worse hyper 212 evo air cooler, my temps never exceed 65c or so when gaming, in aida64 with no avx it runs at 80-85c. With around 22c ambient temps.
