Will the PoS GPU bottleneck the 4690K? No. Will it hardly be an improvement over the integrated graphics and completely useless for games? Yes

Not really true... Lets say you manage to get a GeForce 6150 and used that, it would actually slow down the CPU during Windows use, because it's actually much slower than the internal GPU and actually can't run Win 10 properly (thus you're wasting CPU time on it's drivers for no reason, limiting the CPU due to GPU)
