A bottleneck occurs when one component of a PC (example: CPU) is being utilized more in a game than another component of a PC (example: Graphics Card).
As the example I gave, CPU bottlenecks are most common and are the only ones that have affects on performance.
If you have a CPU bottleneck, it will prevent your graphics card to reach it's full potential, thus reducing FPS.
A bottleneck depends first on the components, and second on the game, since a game can be more CPU Intensive sometimes and more GPU Intensive sometimes.

With that being said, again. A 1050 and i3...

With that being said, again. A 1050 and i3 3220 will not bottleneck so you don't need to worry.
Good luck! :)
