At 4K not to much but at lower resolutions absolutely. You still have threading issues with your cpu as many games now use up to 8 threads but it would be a problem at any resolution. For the most part your CPU should be fine with that GPU but I would consider a CPU platform upgrade in the nearish future.
shows a 10 fps difference between i5 3450 and i5 8400 which isn't a big deal and this gap will be even more narrow at 4k resloution since, while others had a 30-40 percent, tho, i badly need a 4k tests on that matter, but haven't found any
As long as the OP is not trying for high frame rate gaming (ie 100hz or more) there is plenty of juice on tap to deliver 4K@60hz on the CPU side. While my CPU has more cores and is heftily over clocked it is an older architecture then his and my set-up has zero problems at 4K60hz. In fact I am good up too the 100hz/fps mark in all of my games, just not as good as say i7 8700K. Any question of how fast your CPU can handle frames can be answered by lowering all settings and resolution to as low as they go...test. What ever frame rate that is. Your CPU can always do it at any resolution as long as the GPU can keep up.
Remember when I mentioned well threaded games being an issue. That's it right there. Wouldn't matter if they dropped the resolution to 480P they would still get crap frame rates. Once your primary thread hits 100% in lightly threaded games or in this case more threads are needed...you hit a brick wall.

that mean i will have to downgrade to gtx 1080ti, but this will happen after a year from now, if the price of 2080 did go down to the price of 1080ti that will be great.
so this will be likely my setup based on today's prices
only thought besides it works is down the line you'll need to double your ram capacity. 8 is the minimum now for a build with 16gb becoming the norm. I think you could pick up some of your parts used you could really max the longevity of your system out for a similar price point to new for just one part so to speak. Regardless your good for a good while as you listed it.
it depends on the game. I have an i5 4460 and a GTX 1080 TI, and now, some modern games (e.g BFV, Assassins Creed) are basically unplayable for me due to significantly low and/or variable FPS. However, games that don’t have a heavy CPU load are just fantastic at 4K (e.g. DOOM).
