I know that my PC was crap. And mostly my graphics card is weighing it down. Here's my PC: http://www.pcmag.com/article2/0,2817,2347667,00.asp

Here are my remaining specs

Windows 7 64bit (upgraded from XP)

Pentium(R) Dual-Core CPU E5300 @2.60 GHz 2.60GHz

4gb installed ram (3.75 usable)

Geforce 7100/ nForce 630i (I know it sucks) about 1912mb of memory

1280 x 1024 (32bit) (60Hz)

My goal is to run BF4 at at least medium graphics no V-Sync will I be able to do it?

Solution
For a GeForce 760 your CPU will also bottleneck the Graphics Cards. Furthermore you'll need to upgrade your Power Supply Unit (PSU) in that PC to at least 450Watts.

If I was you I'd save up for an entirely new, self-built or custom built PC. There are too many bottlenecks in that PC to do a 760 justice.
