Will my PC be able to run GTA V at all?

Yes it will run it. Maybe even at Medium depending on the resolution, should be able to do medium at 720 with maybe 30 fps.

You can play the game at 720p low-mid graphics settings ,and get around 20-30fps.....

Start the game go to options for the video and set it to Medium quality at 1280x720 resolution, or whatever your native resolution is for the laptop.

You can probably play the game at 720p mid -high settings at stable 30 fps..
