Will my PC be able to run SKYRIM?

AMD Athlon 64 LE-1620
Tecnologia Orleans 90nm
RAM:

Graphics:
LCDTV14 (1280x768@60Hz)
64MB GeForce 6150SE nForce 430 (Elitegroup)

After researching your specs, I think your PC will just barely be able to run it, if at all. These are the minimum/recommended specs for Skyrim: http://www.pcgamer.com/2011/10/26/the-elder-scrolls-v-skyrim-system-requirements-released-render-giant-spiders-on-2gb-ram/

Specifically, Skyrim requires at least 2GB of RAM and a graphics card with 1GB of memory. If buying a new PC is out of the question, then I'd suggest at least getting another GB of RAM and using this Ultra Low Graphics mod created for lower end PCs: http://www.nexusmods.com/skyrim/mods/17137/?
Feel free to give the mod a try before upgrading anything to see what kind of performance you get with it; you'll be in a better position afterward to determine what you need to...

lists the 6150SE as being capable for low/very low settings... but everything else on your system isn't. :( So no, that PC wont run Skyrim. You'd need to change absolutely everything in it to play that game.

edit actually, I'll take that back, the cpu meets the min specs (sort of). So you'd need to get another 1gig of ram to make it run at very low, but the fps is going to be pretty poor... (since the 6150se is integrated chip it will use the system ram and doesn't have its own vram onboard, so the 256MB VRAM absolute min doesn't matter)

Likely though, if playing Skyrim (or games in general) is important to you, it'd probably be best to upgrade your PC (motherboard, GPU, CPU, RAM, etc.)

well, skyrim minimum system requirement is

Windows 7/Vista/XP PC (32 or 64 bit)
Processor: Dual Core 2.0GHz or equivalent processor
2GB System RAM
6GB free HDD Space
Direct X 9.0c compliant video card with 512 MB of RAM
DirectX compatible sound card

Well, your system is not meet the minimum..
Unfortunately you can't play it, even at the lowest setting and low resolution..
