I am building a PC but I don't want to take a risk.So,I want to know that the Parts will work fine with each other.
My PC specs are following-

AMD FX-8350 4.0GHz 8-Core Processor OR I5 4690k OR I5 6600K


Asus M5A97 LE R2.0 ATX AM3+ Motherboard


Kingston HyperX Fury Blue 8GB (1 x 8GB) DDR3-1866 Memory


MSI GeForce GTX 1070 8GB Video Card


Corsair VS 650W ATX Power Supply


Asus DRW-24D3ST DVD/CD Writer

(I'm probably not gonna to OC my processor)

There's absolutely zero reason to consider AMD FX right now, it's an aging platform that's at the end of the line and has no upgrade path. There's much better CPUs you can get like the aforementioned 6600K. If you're not going to overclock, an i7-6700 and a H170 motherboard would be an infinitely better purchase. What is the budget we are going to be working with here?
I would recommend changing the processor to the i5 6600k, MUCH better processor, MUCH newer design, and it works with DDR4 ram.

So I would go with an i5 6600k with appropriate motherboard+ram, and I would also get a better PSU. Your PSU has the potential to fry other components on your system, and the PSU you have chosen isn't a particularly high end PSU. I am not a PSU expert, so I won't make a suggestion as to what to get, but I am sure there will be more people chiming in with suggestions very shortly. :)

I would also recommend upping your ram to 16gigs, that will be a better fit for the GTX 1070.

EDIT: Yes, you can use an overclocking MOBO and not overclock your processor, I'm doing that with my current rig. Though you could also save money by going with a motherboard/processor that doesn't support overclocking if you're not planning on it.
