I doubt a single 660Ti could run it on Ultra, I have yet to start my free week though so I can't tell you for sure if SLi'd 660Ti's can run it on Ultra.
30-40 FPS on Medium settings is the max I'd expect. Low may run it a bit better but the game won't be very enjoyable on any settings given the GPU is really weak.

but if i added another 4gb of ram would it make a difference?
No adding a better GPU like GTX 650 Ti or R7 260X , or atleast GT 630/ R7 250 will make much more difference, anything higher like R9 270X or GTX 760 will result in bottleneck. Adding memory won't help in gaming.

No a 4GB 9s what is needed. But if you upgrade the GPU then it will make a difference. But don't forget your case must be able to support the GPU length.
If I got a gtx 750 ti would that make sure I could play lots of the new games on high or ultra for the next couple of years as long as I upgrade my cpu, motherboard and ram etc

Depending on the game, for Battlefield it will be high. For games on Steam, you are most likely to be able o maxed out almost every game.
