hi can i run fivem on a Core I3-10th gen and Nvidia Mx110 and 16GB DDR4 ram?

FiveM system requirements shouldn't be much if any different than for GTA V, so you might be able to run it lower resolutions, at fairly low settings, but honestly while your CPU and memory is plenty good, that Mx110 is pretty weak for gaming. It probably isn't going to be a very pleasant experience if you have more than very basic expectations.

I have no idea. Too many variables to say anything on that. Internet connection speed. Network adapter speed and settings. Servers you are connecting to. Variables in hardware and operating system capability and cleanliness. Nobody can tell you what you should get even if they have identical hardware. They won't have the same network. They won't have the same ISP connection. Their OS won't be the same as yours because they will either have more or less "things" installed and running. You can get a general idea but in truth you should just do a trial of some things and see how it goes. If it feels ok on something with similar system requirements then it will probably do ok on that as well.

There isn't specific requirements for FiveM as they change server to server, for example some server enable NVE mods as default which require RTX cards to run for the most part and all servers have different interiors / exteriors of buildings that all impact both client side and server side performance, and that not all housing scripts also heavily impact performance. My old pc with R5 3600 / RTX 2070S was able to upkeep stable 60-80 fps on near max settings depending on the area, but the good news is that you can for the most part optimize the graphics to get a stable fps count your a comfortable at.
