What PSU do you have? Other then the fact that it is 460w if it's a real good 460w PSU you should be fine. But depending on what you have. I can't say for sure.

As for the GPU saying it recommends 750w I don't exactly understand why that is. On the box it will say 500w min. But for some reason a lot of websites are now saying 750w. I noticed this from newegg. While another site such as NCIX and Amazon will say 500w is needed.

I would not get those - I don't think those new ATNG-built Rosewills have had any proper teardown reviews yet and ATNG isn't a manufacturer you should take on faith (and previous ATNG-built Rosewills weren't very good). The good Rosewills are the ones made by Super Flower (the Capstone series most prominently).

You don't need 700-750, you need a good 550-600. Look at the XFXs in that range. If you insist on 700-750, then you need a good 700-750.

While there's no need, then you do need to up your budget a tiny bit and make sure it's a good 700. A mediocre 700 instead of a very good 550-600 isn't being safe.
