No. That's a throw away PSU. Meaning, it needs to be thrown away. You need a Tier 1 or Tier 2 unit of 550w or more as listed here:

Using that Umax PSU with your card is highly likely to damage the card or other components.

You need a quality PSU, rated 550W minimum, like this one:

The one you have now can barely provide 450W instead of "650W" it claims, and has cheap internal components. Not recommended at all.
