I have a prebuilt PC with a 240W PSU and GT 710. I'm considering upgrading to a GT 1030 because it's low power but I'm not sure if it will still need more power than is available. The GT 710 has a 300W recommended power as does the GT 1030, so I have under the recommended power, but it also works fine with the GT 710.
Other components are:
i5 3470
8gb ddr3 1888mhz
Dell Optiplex motherboard
Disc reader - I rarely use this so it can be unplugged if it means the GT 1030 will work properly

Also, if it works normally, would it have enough power for the automatic overclocking software for this card?

The 3470 will pull around 100 watts under load. So with the whole system, you are under 150 watts.
So does that mean there's enough power for overclocking it?
Also, I think the CPU will be bottlenecked by the GT 1030 slightly so probably won't get up to 100W
Also just seen on a program on my PC it says TDP of my CPU is 77

TDP is not power draw. Although TDP it is pretty close to power draw for Intel CPUs. TDP is thermal design power, which is the amount of heat in watts the CPU can use.

Below is an article from Anandtech on the 3470, it shows a 110 watt power draw when overclocked. So you really dont have anything to worry about. In your use case, I dont even thing I would worry about overclocking because it probably wont make any difference with the 1030 because, as you said, the 1030 will hold it back. .

If you still want to look at a gt 1030 make sure you get one with gddr5 memory.
I need it to be low profile too, I've seen a zotac low profile gtx 1050 ti but it needs 75W, would I have enough power for that, or if not, can you recommend the best low profile graphics card that would work with my PSU. Thanks

You are going to be getting close to your power limit with a 1050ti. I think you are on the right track with a 1030 given your current system.

Here is a single slot GDDR5 1030 from Gigiabyte.

Yep, that's what I've been looking at, also a second hand one for half that price, what would you say about second hand? Should I get it second hand or new from Amazon? Edit: Considering the price difference.
