If the game was developed using Microsoft's DirectX 12 API (which no game has thusfar), then the game will theoretically run more efficiently compared to the past DirectX implementations. DirectX 12 offers better multi-core support (which may not apply to an i3) and improved shader rendering techniques. Any improvement is relative to past DirectX API's, and the improvement will differ depending on the hardware in use, though I believe Microsoft claims an average of 10% improved performance on average (I do not know the metric with which they recorded that though).
