Will my rig run Witcher 3?

8 Gb 1333 Mhz
Monitor 1366x768

Will i be able to run it on high settings?

obviously yes, you system is very powerful and with your resolution, it would be a breeze. otherwise since the game isn't out yet, nobody is going to be able to give you a real answer.
