will not stay running

Toshiba PA3489U-1MPC
I have nothing attached but the power cord, even battery is removed and my computer will not stay running... it is a on and off / on and off with in a second unless the disc drive tries to run then it is a few seconds longer before turning off... I have tried many things and nothing allows it to power on and stay on... Fan shows on and off with power. Please help me

Does it also do this when you try to run it on battery alone?
