Will pc start running if CPU is dead?

Hello,
I'm testing my pc and see what is burned or demaged.

First i tried with PSU, PC did not even start.

Second i tried with another PSU and CPU, and pc started running. Does it mean CPU is fine? Or PC could start w/o it?

Try the old PSU again, but with the new CPU. That would mean the CPUs busted.
Then, try with the new PSU and old CPU, this signifies a broken PSU.

I've tried old PSU with new CPU it did not work. New PSU with old CPU it did work, pc turned up, but only in black screen.

Well, its certainly a hardware problem.
Does your motherboard have integrated graphics? If so, try using that instead of your GPU. If it begins working, your GPU soiled too.
