I Want To Know Will My PC Support The Following Processor:
Intel® Core™2 Duo Processor E8500 (6M Cache, 3.16 GHz, 1333 MHz FSB)

I Currently Have A PC With The Following Specifications:
Processor: Intel® Core™2 Duo Processor E7200 (3M Cache, 2.53 GHz, 1066 MHz FSB)
Ram: 2 GB DDR2
PSU: 400 WATT
Graphics Card: Nvidia Geforce GT 710 2GB DDR3
Operating System: Windows 7 Ultimate 32 Bit

Will My PC Support The Processor?
Also I Want To Upgrade The Ram To 4GB Will it Support It And Should I Convert To A 64Bit OS To Make The Ram Function Smoothly

Both of the mentioned processors use LGA 775. So I would assume the E8500 is physically compatible with your PC.

However, you make no mention of what your motherboard is. There's a possibility you may need to upgrade the BIOS for it work. You may have a pre-built PC with a locked BIOS (forbidding hardware change). As it is, I can't tell.

Amount of RAM depends on your motherboard and the OS. For you, currently the limit is 4GB. 64-bit Windows 7 has a variable limit depending on the specific edition you install (ranging from, apparently, 2GB to 192GB).

Unsure of what you mean about the RAM functioning smoothly. I'm thinking either faulty RAM or, more likely, you could benefit from additional RAM.

Ok, without the model no (which should be printed on the board in very small text), we dont know if it will be compatible. As the other poster said, it is an LGA775 so physically, it will fit in the cpu slot. Until you hit the On button, its a gamble. Out of the two processors listed, the Q series is better as its a core 2 Quad

According to the Intel compatibility list both E8500 (Min BIOS 47 or 53) and Q9650 (min BIOS version 52) are compatible for your board.

You may need a BIOS update. When you boot up the PC the BIOS version might be shown or you can see what it is in the BIOS perhaps under System Information.
 
A pre-built refers to PCs made for the mass consumer market, typically by companies like Dell and HP. From my readings it's those two to be most wary of for upgrade purposes as they often use proprietary hardware, so not only would upgrading components be potentially difficult, but identical replacements can be as well.

How do you find out? For the vast majority of the time you'll know whether you've bought a pre-built PC. You find out when you try to upgrade unless you research carefully first.
