[SOLVED] Will PCIe 2.0 x4 slot limit GTX 1650

I'm trying to decide what's the best GPU to put in my Optiplex 9020 SFF, which runs the i5 4590.

It has two PCIe 2.0 slots, one x16 and one x4 (a 164 pin and a 64pin)

The trouble is that a dual slot low profile cards such as the GTX 1650 will have to go in the x4 slot not the x16 in order to fit in the case.

So my question is, will a PCIe x4 slot throttle a GTX 1650? Can anyone tell me from experience, or is there a way I can calculate this in advance?
