I went to Best Buy in about a month-and-a-half ago. Asking them what I would need to upgrade my PC. They sent me home with the information using using a different motherboard.

To save money I purchased a different motherboard since I really don't need Wi-Fi on the motherboard.

Trying to use the same memory that was listed on the piece of paper I was given.

My question , will PNY Anarchy 3200 megahertz 16GB(2 x8) dual-channel kit work with motherboard MSI x570 gaming Plus?

I tried to find dual-channel brand compatibility with my motherboard and I couldn't find it. However, I found it once.

will any dual-channel memory work in a dual-channel motherboard with the right number of pins?

If not which brand works best for under $100? TIA

Normally it would be fine, as long as it's DDR4, is unbuffered, and dual rank it should work.
This is your board's QVL memory list, it's not on there from what I see so there's that to consider if you try it out and it doesn't work.

If you don't want to risk it then nearly any other brand from corsair, g.skill, crucial, etc will work and are all under 100$ for 2x8GB 3200MHz kits.
