Will pouring water over CPU or RAM permanently destroy it?

Yea I know weird question but if water was to be spilled all over a computer CPU and even on the CPU pins, will the CPU be permanently destroyed and never work again?

And would this be the same for RAM?

Obviously I know it will mess it up if the components are actually in the motherboard and the PC turned on, BUT what I am asking is,

Will it mess it up if I for example just hold the CPU itself and pour water all over the pins and the top, will this permanently mess it up?

And same question goes for RAM.

During spilling: is the pc plugged to electricity (or even worse: activated) or not

If Yes:
- Unplugged as soon as you can. Perhaps the PSU is fast enough to recognize short circuits and already disconnects the electricity, etc., here, if you are really really lucky, nothing is broken. (depends on how the water spill is, etc.)
- Dry your system completely first before even trying to turn your PC on.
try to turn it on, you can try to find out what is broken, what is not...

Solution
No, you won't ruin most components, I've even cleaned some back to life. Just make sure it dries quick (you don't want exposed metal getting assistance rusting) and if you have hard water, you'll want to rinse off any mineral deposits with distilled water or isopropyl alcohol.

Where I live there is fairly soft water, so I'm often just filling up the sink with hot water and bleach and agitating components around to clean them off. Not something you'd want to do when things are under warranty though.
 
Yes but basically what I'm asking is if I hold the RAM and the CPU in my hand and say go over the sink, and wash the CPU and ram basically, will this mess it up permanently if I don't dry it and just keep it wet?
