Question Will putting in a new ssd and taking out old ssd and hdd fix pc freezing?

I am planning on buying the Samsung 970 EVO Plus 2TB NVMe M.2 SSD and put it in my Asus PRIME b450m-a motherboard. I want to remove my old 222g SSD (ADATA SU650) and 2TB HDD (WDC WD20EZRZ-22Z5HB0).

I am planning to do this because when I boot up my pc it takes a while and it is very slow. It is slow for about the first 5-10 minutes while freezing many times before it starts to speed up. Then, when I try to load up games and play them they and my pc and/or game will frequently freeze for the first 10-20 minutes and do it randomly afterwards. It seems to be because of the disk percentage skyrocketing to almost 100% for a few seconds then it eventually drops back down to normal and will unfreeze. Also, it seems to unfreeze faster if I press the windows key and open and close the start menu as well as opening and closing task manager.

And if I get the new SSD, should I put the new SSD in while keeping in the old SSD and HDD and then factory reset the computer (which I want to do anyway) and then take out the old SSD and HDD? Or is there a different order in which I should do it?
