Title says it all im just curious buying or building pc haven't decided which yet but im just curious in gaming or anything pretty much will the 1070ti bottleneck and if so will I notice it when will it do it and stuff
No bottleneck with those two. The 8700K is more than enough for the 1070 Ti. Technically speaking, programs and systems are not perfect and there will always be a bottleneck of some kind when running a program. Generally speaking though, no bottleneck. Just get dual-channel RAM and an SSD and you'll be doing great.

FYI, it is the other way around. It would be the CPU that could limit the graphics card. That is how the bottle-necking situation applies.
