Will the 980 ti be able to use DX12 to its fullest?

There will be a few features you won't be able to use, but they aren't critical ones. You'll have full performance benefits from the switch.

The 980ti is one of the few cards that support feature 12_0 and 12_1 feature sets, but as it turns out, DX12 will be quite different than previous DX versions. You won't have to support everything to use it and new features will be added later. It'll be in the hands of the developer to simply support these features within their DX12 path.

Anyways, don't buy a card based on DX12 features at this point. Until there are games, there is no point, and that might takes years.
