Assuming a Gtx 660 doesn't draw a lot of power, probably yes. I have run a Gtx 1060 3GB video card in a Dell Microtower with a 320 watt PSU.

Yes, but the gtx 1060 take 120 volts while the 660 takes 140 so I am not sure I just don't want to damage my pc
