Question will the core i5 7400 bottleneck the rtx 2070

I currently play in 1080p using a gtx 1060 6gb and 16gb of ram at 2666Mhz. I want to play in 1440p however im not sure if my cpu will bottleneck an rtx 2070. Should i go ahead with the gpu upgrade or get a new cpu first?

As you move up in resolution, the CPU matters less. At 1440p, the i5-7400 will likely limit the 2070 in CPU-bound titles, but it should be a decent enough pairing. You'll still see gains vs a 1060, absolutely.

Ideally you'd be on a modern platform with 6 cores+.... but with a 7400 currently, maybe keep an eye out for an i7-6700/6700K or 7700/7700K at a reasonable price. The hyperthreading would be beneficial for you - but I would still proceed with the GPU upgrade, if I were you.
