The 8700k is still amount the best gaming CPU’s around. This is not a question of bottlenecking, it is a question if the 1060 3gb is strong enough to achieve the desired FPS at the resolution and game settings your friend wants.

As for bottleneck calculators my advice is completely avoid them. They are misleading garbage that don’t look at all key factors.
