Will the i5 4460 bottleneck r9 390X card ?

as the title says, will it cause any bottleneck ? and would it give me similar performance as the stock i5 4690?

do you also recommend a 144hz monitor with i5 4460/r9 390X combo ?

Nope, i5 4460 is a very solid performer and should only be behind the 4690 by a small amount of performance.

About your monitror, its just preference, really.

CPU is fine.
For fast moving games/racing etc, 144hz is great.
With my setup I've set my monitor to 100hz as on high settings I can't get close to 144.
