I bought a refurbished computer HP Elite 8200 mini tower and want to know if that mother board will fit into a atx case?

Unfortunately, the 8200 series have BTX style motherboards, meaning that the components on the motherboard are essentially flipped, so it isn't compatible with any case on the market.

I happen to have the 8000 elite SFF version, and I was also trying to find ways to add a graphics card before I built my PC, and I can safely tell you that even if you do find a BTX case, there is no way you can replace the power supply for the motherboard because it doesn't have a 24-pin connector, and is a proprietary power supply made especially for that system.

If I remember correctly, power was given through a six pin and four pin connector that are completely different from the six pin PCI-E power connector and four pin CPU power connectors. Your best bet is to build a new PC, as your current system has too many problems to be viable for a gaming setup. You can reuse the RAM and the HDD, and build a good system for ~$450-500.
