In real life average gaming its actually not likely that anyone experiences any significant bottleneck with any modern components.
If you have 2080ti, game only at 1080 on medium-high quality, also have a 240hz monitor, never will use raytracing, and need that 240FPS in every title you play for whatever reason you think you might need it - then you should be worried about a CPU bottleneck knocking a few FPS off your top end.
If not, then the consideration doesn't really apply and you should be more concerned with GPU performance.
